Case Study Brentwood Asset Development Programme
We are thrilled that our client, Brentwood Borough Council, has agreed to award a £1bn Joint Venture partnership contract and framework agreement to Morgan Sindall Investments Ltd through Seven Arches Investments Ltd, subject to agreement of final detailed terms between the parties in compliance with procurement regulatory requirements.
This was a key milestone in the Councils Asset Development Programme in which our Director Chris Gill acted as project lead and strategic advisor to deliver the following objectives:
1. Scope out and procure, the most appropriate delivery vehicle to deliver the Council’s Asset Development programme. The vehicle will be a mechanism for securing cash/revenue flows to the Council and for delivering development objectives and housing.
2. Lead and advise on the setting up of the Local Authority Trading Company - (Seven Arches Investments Ltd)
3. Lead and advise on the efficient and effective setting up of an appropriate Property Services Asset Register along with procedures and protocols which will be fit for the future, particularly given the Council’s asset development programme
Throughout the project we have had the pleasure of working alongside a great team of professional advisors, key informants, bidders (and their professional teams) in helping the council make better use of its assets to realise its financial, regeneration and assets agenda.
We have been particularly impressed by the manner in which the Councils in house team has grown in stature, capacity and confidence over the lifetime of the project - as evidenced by their success delivering the Town Hall redevelopment shown in the photograph above. This is a lasting legacy that we always seek to achieve and for which Chris was recognised by our client for being:
“a rare individual who has the ability to convey complex investment decisions in a way that others can understand, this is coupled with his ability to produce and develop relationships which result in trust and confidence with all levels that he deals with. Major Project Review & Recovery Plan
We were commissioned by the Chief Executive of a unitary Council to undertake a deep dive review of a highly sensitive major project involving redevelopment of a high profile heritage asset and to produce a recovery plan. Review successfully completed and recommendations and recovery plan implemented. The project is now back on track.
